chmod apparently not working

I have installed the amsn package as root onto my slackware PC, but then, when I try to run it as a user I get permission denied. here is what i've done ( as su)

bash-3.00# amsn
bash: /usr/local/bin/amsn: Permission denied
bash-3.00# chmod gou+rwx amsn
bash-3.00# amsn
bash: /usr/local/bin/amsn: Permission denied
bash-3.00#

I then exited to normal shell (i'm using konsole by the way) and then I get this message when I try to run it

bash-3.00# amsn
/usr/bin/amsn: line 1: [Desktop: command not found
/usr/bin/amsn: line 17: X-DCOP-ServiceType=: command not found
/usr/bin/amsn: line 18: X-KDE-SubstituteUID=false: command not found
/usr/bin/amsn: line 19: X-KDE-Username=: command not found

what's going on? it works fine when I run it as root....

thanks for any help

(again)

P.S.

when I try to access my ntfs partition (/home/ntfs-p) I get the same sort of errors:

bash-3.00$ cd ./ntfs-p
bash: cd: ./ntfs-p: Permission denied
bash-3.00$ su
Password:
bash-3.00# chmod guo+rwx ./ntfs-p/
chmod: changing permissions of `./ntfs-p/': Read-only file system
bash-3.00# exit
exit
bash-3.00$ ls
ftp noido lost+found ntfs-p
bash-3.00$ cd ./ntfs-p
bash: cd: ./ntfs-p: Permission denied
bash-3.00$

if you don't have permision to access it- you won't have permission to change the permissions. (chmod) so, log in as root, change the permissions and then try it. (su might have a problem- if in doubt login as root.)
