403 error chmod not working


I have a directory which has files on it which I want people to be able to download, however whenever someone tries to access a file in that directory, they get a 403 Forbidden error.

I have temporarily chmodded all of the 'faulty' directories and files which I want to be accessed to 777, however I still get the 403 error.

This directory was moved from an FTP user's folder that was outside of the HTML directory tree in ssh, using 'mv /originallocation/ /newlocation/', so this might be the problem, however I have no idea what to do.

The server is running apache, with proftpd.

Note that it is just this directory that gives me the 403 error.

Dir/Circle <- the moved directory, gives 403 error
Dir/Square <- Another directory, but allows access
Dir <- allows access

Check the ownership of the directory and make the ownership to nobody as the parent directory.

The ownership of the directory does not affect the 403 error.

One thing that is probably very important that I just found out is that when I navigate to the parent directory in my browser, it does not show the folder which I am recieving the 403 error for.

ie.

Dir/Circle <- the moved directory, gives 403 error
Dir/Square <- Another directory, but allows access
Dir <- allows access

when I navigate to Dir , I can see /Square, but /Circle does not show up.

I still have no idea what to do.
