Can not startup mysql slow query log

I have mysql 5.7 and follow the below url to setup "slow query log" , I have setup it ( with server reboot ) and run some testing , but still do not find the log in my server , the other server is OK to generate this log , would advise what is wrong with my system ? why I didn't find the log .

If you are using mysql 5.7, you should be using the matching doc https://dev.mysql.com/doc/refman/5.7...query-log.html
