Are you running as user or root?

What are the permissions for /boot/grub?

What is the ownership for /boot/grub?

The way that your permissions and ownership are set up only root can modify /boot/grub. This is typical in almost any Linux distribution. You need to log in as root in order to modify anything in /boot/grub.
