beep requires root privleges

Hi group,

Stupid question. I installed beep-1.2.2-3.fc10.i386 on my FC10 system. When I run it from a non-root user I get this error:
$ /usr/bin/beep
ioctl: Operation not permitted
It opens /dev/console. I have chmod to 777 and still get this error.

Is there a simple way to allow a non-root user to beep??

Thanks for your time.
