i configured my system to use the charset ISO-8859-15. I can type German umlauts on the console, but in localized messages (e.g. from ls), umlauts appear as question marks.
Distribution: pclos2010.12, Slack1337 DebSqueeze, +50+ other Linux OS, for test only.

Yes, that is possible in kde if you did not choose any keyboard-layout (or US_English)
Go to kde kontrolcenter 'kcontrol'
Choose 'Regionaleinstellungen & Zugangs...' and x 'Tastaturlayots aktivieren'
choose German de in 'Belegung' and ad German de in 'Hinzufuegen'
and final 'Anwenden'
