Issue with permission?

Hello Guys,

I need a little help with permission. All I have a DOCROOT /var/www/html under which a file is present namely notice.php.
It is trying to access a directory placed at /monitor/tl_group directory.
How in my script its unable to access the directory.
All I want it to fix this issue.
My ls -ls / says:
Code:
[root@mon3 ~]# ls -la / | grep monitor
drwxr-xr-x 3 apache apache 4096 Nov 22 10:47 monitor
[root@mon3 ~]#
is it correct?

we need some more information.
The top level directory permissions looks ok. But what are the permissions set on
tl_group directory.
