RHEL 5 Permission Issue?

Hello Guys,

I have been asked to perform the following steps in one of the server:
1. Deny user to shutdown the machine
2. Deny user to create file on another group
3. Make user unable to login

Pls Help.

Usually by default 1 and 2 are already enabled.

3, either disable the account or make their default shell something like /usr/bin/nologin
