how to make child proxy


we have one proxy server in loc1 & requirement is make child proxy server in loc2 to get access through the child proxy. If child proxy server is down, then client should get access direct proxy server(load balancing). In loc1 there are one proxy server, one firewall gateway server.client access proxy through gateway. in loc2, when clients wants 2 access proxy, clients ip routed & enter to the loc2 router & then gateway firewall server & enter into the hub & finally access the proxy.
