Your sshd_config file is probably the cause here, maybe a DenyUser or DenyGroup statement preventing access for that user. Review the log files first and see what is reporting, the /var/log/secure file, /var/log/messages file and the /etc/ssh/sshd_config file are the places to check first.

What do the log files report at the time you are trying to log in? Your sshd_config doesnt seem to have anything too crazy in it, could possibly be PAM but I doubt it.

As said before, you should check the logfiles and see what they say.
