Dnscrypyt problem help

This post might seem complicated but can someone help me with it. I've installed dnscrypt version 1.6.1-1 from synaptic. My first problem is that Dnscrypt seemly does not start when I boot up the machine. How I know this, go to Opendns test page it says error message. The second problem is that I cannot get my network up. I have to restart the machine to fix. (Dnscrypt) I also would like to know how to change resolver. The current resolver is Opendns-UK. I want to change it to switzerland.

Mint 18.3
XFCE
x86_64 Linux 4.13.0-38-generic
