I migrated from Cinnamon to Mate last night and my VLC problems seem to have disappeared.
Let's hope it stays that way.
It still remains a problem however that needs to be addressed by a higher power.

Thank you all for your assistance and advice.
You have no idea how much it is appreciated at this end even though a lot of it went straight over my head without passing GO or collecting 200.

Your willingness to expend time and energy on my behalf makes this Geriatric Old Fart also a Grateful Old Fart.

You are the 5th member that I suggested installing Mate and not using Cinnamon anymore and it has worked.
I think something in Cinnamon is misconfigured or has missing libs'.
