VSFTP is giving me fits!

I added VSFTP to my Redhat 9 box, and I can't get it to work right.

When I check it in services, it says:

"vbsftp dead but subsys locked"

When I try to restart the service it says it was successful, but it still won't work.

???

as root, try running

/sbin/service vsftpd stop
/sbin/service vsftpd start

then try ftping to localhost.

I get this same error when I tried to run vsftp through xinetd instead as a "stand alone" so when I removed the comment #

listen=yes
tcp_wrappers=yes

in vsftp.conf file, the error disappeared and the service started. I am still trying to figure out how to configure vsftp to run through xinetd and why I might want to instead of as stand alone server. Just learning.
