Upgrading by dropping the new release on top of the old release is a recipe for disaster. You are much better off to install the new release in its own partition and go through a dual booting period until you get the new release stable.
jailbait...why is this not good to do? I recall someone telling me that apt is perfect for these types of upgrades...can problems arise just from using apt or are the issues related to the differences between RH 9.0 and FC1 or FC2?

There are several possible problems. apt occasionally stumbles over complex updates. If apt makes a mistake then portions of your new system will be unusable.
It is very common for any new install to have problems. If you are dual booting then you are under no time pressure to fix the problems. If you have destroyed your old system then you have to get the problems fixed immediately in order to have a working system.
There is no guarantee that your system will be nice and stable when you do all of this, so proceed with caution and don't throw rocks at me if it doesn't work out! On the other hand, if you have stunning success, I'd love to hear how it went. I recommend coming back here either way and let us know what you decided to do and how it turned out. THis will help future LQ visitors know what their options are.
