trouble compiling from source in Ubuntu 8.10 -C++

Does anyone know where I can find gcc development tools? I am working on a standalone machine, which means I have to install packages from source, rather than from repositories. Every time I try to run ./configure on gstreamer codecs, I get an error which says I dont have 'cc1plus'. If anyone can point me in the right direction, I'd sure appreciate it!

The most of the packages are here
http://packages.ubuntu.com/intrepid/

Development http://packages.ubuntu.com/intrepid/devel/

g++-4.3 ( including cc1plus ) is here
( you will need all 'depends' too )
http://packages.ubuntu.com/intrepid/g++-4.3
and you have a "Search" for other packages.

Having access to all these packages ( 28000 )
you might not have to compile anything.
