I'm using a dell latitude e6410 with Ubuntu 20.04 LTS and I went to the terminal to install Open-JDK I followed this websites guide https://linoxide.com/ubuntu-how-to/i...-ubuntu-20-04/ but the loading bar in the terminal is stuck at 2 percent

After which command is it now stuck?
Things to examine:
If you do or do not have this machine on a network, it may require downloading of things and that connection may either be non-existent or slow, or the target from where it's trying to download from may be the same situation. One possible good thing is that the article is not very old.
Do you know how much free space you have? Perhaps this is attempting to install or download things and you are out of space.
You got a popup window with a license text.
What happens if you click on the little <Ok> at the end of the license text?
Yes, it seems to have been at 2% when it popped up that window and it's now waiting for you to click OK. No mouse? Try SPACE bar, or a combination of TAB to highlight it and then SPACE bar.
