SVN Error?

Code:
svn: Commit failed (details follow):
svn: MERGE request failed on '/svn/inbox/moteview/branches/WebCon/Pages'
svn: Can't move '/svn/repos/innbox/db/txn-protorevs/16974-d46.rev' to '/svn/repos/inbox/db/revs/16/16975': Permission denied
Any Idea what this error is about?
Does it talk error during merging?
