Setting permissions to files.

bash-2.05b$ ls -la /var/www/cgi-bin
total 20
drwxrwxrwx 2 root root 4096 Dec 4 13:03 .
drwxrwxrwx 7 root root 4096 Dec 4 11:04 ..
-rw-r--r-- 1 mike mike 793 Dec 4 11:10 index.cgi
-rw-r--r-- 1 mike mike 803 Dec 4 19:44 INDEX.CGI
-rwxr-xr-x 1 root root 1075 Sep 15 21:55 test.cgi
bash-2.05b$

I am trying to make the permissions of index.cgi the same as test.cgi. Does anybody know the command?
