Question RPM_ARCH="%{_arch}" rather than RPM_ARCH="mipsel"

I am creating a package for mipsel architecture using this command:

rpmbuild --define "_topdir ." --target=mipsel -ba "SPECS/package.spec"

everything is fine except the fact that it creates BUILDROOT/package.%{_arch} folder rather than BUILDROOT/package.mipsel. I checked the scripts generated by rpmbuild. There is the following line there:

RPM_ARCH="%{_arch}"

How can I make it use "mipsel" instead of "%{_arch}"? It looks like a bug.
