Is there other way to open the .rpm file without root access?

do measn you want to view the contents of the rpm file if so try this rpm -ql "package" this will list the files thta make up the rpm not sure what u want to view so if this does not help then try man rpm and under the query section there is a whole lot of other options that might help.

If misunderstood and u mean is it possible to install packages besides being root the answer is yes if the file does not belong to root if the ownership is root then no you will not be able as it will say permission denied.
