The isp may not be blocking port 22 but the router is. I think the last time I had problems I had to enable or disable dmz in router.

OK PEOPLE, ITS OFFICIAL.
after a week of non stop tech support, forum help, online research, madness, depression, hope, devastation and way too much coffee, I am deleted to tell you that I HAVE INDEED HOOKED UP WITH MY FRIEND IN THE UK ON THE TERMINAL.
YEEEEEEHHHAAAAAAAAAA
I would like to thank everyone who helped me out, I learned a massive amount from all you guys.

In the end it was indeed the port 22 being blocked by my ISP company AND. It was also the shh -p 222 terminal command that got my friends computer logged in once I changed the incoming port to 222. ( which I will be changing after reading the above posts)

I really want to thank you all for your support. If you know anyone who is having a problem with their network then just send them to me.... Just kidding ha ha
Thank you. See you all on my next question.
