Network connection problem in Ubuntu 12.04.2


hi,
i am having dell inspiron 1545 series laptop with following os configuration:-

1. Linux Ubuntu 12.04.2
2. Windows Vista
3. Windows 7.

For win vista requisite drivers for wifi are missing & win 7 has some startup issues(many essential services do not start). So i am left with one option that is Ubuntu!.
Ram-3gb, hdd-250 gb. processor:-c2d.

i use wifi to connect on internet in my organization. there are two connections available, itdept and saecomp networks. there is a common proxy for both these networks. i manually assign ips to both these networks instead of dhcp. Now the problems are as under:-

1. When the connection is established with itdept, the internet does not work.

2. I disconnect from itdept. After connecting to saecomp network, the internet works fine.

3. Even after connecting to saecomp still internet does not work(sometimes). Then i manually goto edit connections and check setting for saecomp. saecomp has all the fields of ip already set property. But the save button is active.

Proxy settings are rightly placed in the browser as well as at the system level.

let me submit this fact which i strongly feel. Linux many times behaves in a unpredictable way. i mean when everything is just fine, still there is a some problem. Of course, the benefits outweight the problems.

Forgive for any typos, using mobile for making this post.

Please suggest some ways to overcome this problem. Thanking you.

why don't you use dhcp if available?
