I do not think this is a problem related to the keyboard layout. It is a problem related to QT, since it affects only the native applications of KDE plus some others programmed with that library.
The problem only affects my session. When I start my Linux using another user, the problem does not appear. On both accounts, I do a
locale and I get, the same information:
