How to create a ftp user on VSFTPD in linux

Hey
am new in linux, i have some problem in creating new user for ftp VSFTPD. I have my following requirements:

Need three user to be created

User1 = can only upload on the ftp server which contain one directory on ftp root

User2 = No login on ftp

User3 = No login on ftp

Anyonumous user can only download from ftp server

how do i create a directory on this ftp server.

Please reply me the configruation

Take a look at the /etc/vsftpd.ftpusrs file, this will limit who can use the FTP server. I think that by default the anonymous user can download but not upload, take a look at the config file for anonymous_enable and anon_upload_enable

yeah i have editing the file but cant achieve my desire result. Do u know how to set it ?
