editing permissions on a user

can I like edit my user so that it's just like a root user only it's not? Wine I guess doesn't work with the root user so I made another user. I want this user to be able to do EVERYTHING root does but use wine! can I do this? if so how?

so can I EDIT the user so I don't have to delete it and remake?
