Convert ntfs to fat32
HEy i need to convert my usb to fat 32 so Linux Red Hat 9 will read mu documents.
I have Windows XP and want the code for the command line to convert my usb to fat32

You don't need to.
You can mount ntfs drives in linux. And if you need better support, use ntfs-3g, which has full read/write support.

Your Red Hat Linux is quite old. You should consider to use a more recent one.
