Hot plug devices would be known to the system if the OS and bios and hardware are all fully supported. If all support hot plug you can swap it live if you follow the OS's and hardware's direction.

It is safe on some systems and OS's. Almost all enterprise level servers sold today support hot swapping of drives, memory and even cpu's.
