Can not download JAVA PLUGIN for firefox says client forbids

I downloaded firefox but am trying to get the java plugin for it. however, when i try to download it from the sun website, it says that my client forbids the download. help, don't know how to download java plugin for my firefox...

Go to Tools -> Options -> Web Features
Assure the box is ticked that says "Allow websites to install software"
Click the "Allowed Sites" button and make sure the URL for the Sun install is there.

I go to tools but the only options are : run command and open terminal...no "options" option
