arange windows function doesn't work properly


In fluxbox the arange windows function doesn't work as I want it. with 5 windows it puts 3 at the top, 1 on the bottom taking 1/3 space and the second beside it taking the rest (2/3) of space.

Is there a program that would arange windows for me? Or a way to change this, I would preffer the windows on the bottom to be equally distributed.
