Have to take a stab at this one. It appears from the traceroutes its othernet.net thats your bottleneck. If othernet.net appeared on both I would have said the link between the two companies but thats not happening. You could report an issue to them. arin.net shows Genuity owns the subnet block and the csoulia@genuity.com is the technical email contact.
