setting net speed.........


Hello,...

Question 1....
I am using a daul boot OS with Fedora Linux(Core 1) and WindowsXP home.
My internet speed in Linux is very very slow which is 704/128kbs.. Now how can I set up net speed in linux....????????????????

Question 2.....
I have a 80Gb HD, and devided into 4x20Gb parts... First three(C,D,E) parts are FAT32 and last one is used by Linux... I have linux RPMs files on E: (Linux source and kernels and many more....) I just want to know that how can I acces E: in linux?????????
Note:- In linux (Start menu/system management/HD configuration tools like some thing)
Drive C,D or E: is not apear..........
Now how Can i mount E: in linux..??? please write me complete commads procedure.....Thanks
