phpemanager error

I configured all as described on install.php file but i got the following error:

Warning: Failed opening '/var/www/html/phpemanager/config.php' for inclusion (include_path='.:/usr/share/pear') in Unknown on line 0

what now?

Its permission problems ! chmod 666 config.php should do it
