Persistent wireless network interface for soft AP

I'm curious if there is a way to create a persistent wireless network interface for a soft AP. Currently I do the following in a startup script on every boot:

Code:
iw dev wlan0 interface add wlan1 type __ap
nmcli c up softAP
The soft AP runs on wlan1 and an STA connection is managed on wlan0. I would like to get rid of that first line and have wlan1 be persistent across reboots. Is this possible? I'm on an embedded system using NetworkManager and systemd.

When a system is rebooted, all its services are stopped and restarted.
If your startup script is automated, that’s about all you can do.

Different distro's have ways to run some task based on some event.

Ideas.
