PCMCIA not enabling nmbd daemon

I had this set up once. but I got a new hard drive for my Toshiba Tecra 700ct and reinstalled and can't remember one of the steps setting up the network. I am using a 3com nic connected to my big box (win98/Debian Woody). I have Debian on the laptop. the pcmcia is setup and I can ping between the two machines no problem. And at boot after the pcmcia cardmgr activates it shows smbd but no nmbd as it did. I use LinNeighborhood to browse my networks. at boot the big box can see itself but not the laptop. The laptop can see the big box but not itself. when I enter in a terminal nmbd start all is fine, both machines can see each other and I can browse the laptop shares from the big box. What did I miss?

Either manually create start and stop links in the runlevel directories (/etc/rc*) to the samba script in /etc/init.d/ or use the update-rc.d utility to add the service to the runlevel you want.

There are already links for Samba. The problem is that Samba is initializing before the nic is. So it requires me to restart the /etc/init.d/samba file. Then it's all fine. What I'm trying to figure out is how to get the pcmcia services (maybe cardmgr or cardctl) to initialize samba automatically when the card is inserted. I had it doing this before, but can't remember what I did.
