country 99: DFS-UNSET
        (2402 - 2472 @ 40), (N/A, 20), (N/A)
        (2457 - 2482 @ 40), (N/A, 20), (N/A), PASSIVE-SCAN
        (5140 - 5860 @ 40), (N/A, 30), (N/A), PASSIVE-SCAN

The regulatory domain is set to limit the power/range for your country. You can't make it higher (legally). The NIC is also limited to what it was manufactured for. In short, you can go more restrictive but not less. You also need to be root to set it. If you can't set it at all, you might be missing components of the wireless system. IIR, there's a kernel part and a user-space part of CRDA.
