network logon message


I went on vacation not too long ago and used thier wireless internet service. I noticed upon my first http request, instead of hitting google.com I got thier welcome pages. How did they do that? I would like to set that up on my network. If the machine has not been on the network before (via MAC address, maybe?), I want them to see the rules & regulations of my network, otherwise let them browse free. Thanks in advance.

hate to be a dick and bring this up again, but it's been about two months and I'd really like to implement this. any pointers?
