how to configure squid to listen two different network

I have two different network clients the first is 192.168.1 and the other is 100.100.1. the squid is running now on 192.168.1.100 as the private ip client's internet gateway.
I want to give internet access to the other group.

i config a virtual if eth1:0 as 100.100.1.100 as gateway of rest 100.100.1 clients and restart squid without changing squid.conf. but my 100.100.1 net's client pc can not browse.
my question is it possible to config sqd to handle a public ip like 100.100 one? n.b. it is inside my lan and not reachable from internet.

squid is listening at port 8080 without binding any address or host name. ping succeeded.

Did you define an ACL for the 100.100.1. network in /etc/squid/squid.conf ?

acl aclname src 100.100.1.0/255.255.255.0

http_access allow aclname

The above lines need to be present before any 'deny' rules. Then simply restart squid.
