How to change RWIN

Does anyone know how to change the RWIN?? I always wondered why linux was a little slower than windows with my dial up connection and today i ran a tweak test at dslreports to see what the settings were and the RWIN is at 63712....thats pretty high for dial up, want to put it to around 9000 and see if it makes a difference....i looked around on google and found a page saying to edit /proc/sys/net/core/a few files, but it didnt take effect and after a reboot the settings went back the way they were. So how can i change it?? -thanks

Check out the docs there is a sample ppp/options file that might have what you need.
on mandrake its in /usr/share/doc/ppp-2.4.1/sample
also check out the compression options
