How do I set the regulatory daemon to restart when I restart the network service?

The first problem is that I have to start the daemon manually each time I boot in linux. If I check the option "activate device when computer starts" I get an error message at startup saying (something like) the device is not ready and it will try later.
Then, if I restart the network service, it shuts down the wireless connection but doesn't set it back up. Do you know how to fix this? Thank you.
