ftp and pop&smtp with squid proxy and iptables

I have configured squid proxy on centos 5 in my office with two network card
1) connected with LAN
2) connected with ADSL

i have configured my cent so box as a router by editing /etc/sysctl.conf

and i didnot configured any iptables settings, eventhough our office staff can brosw all sites using squid proxy.

but what my problem is

1. our employes could not connect ftp server to outside network
2. our employes could get our ISP mail

we are using outlook express to connect our isp pop3 server

kindly give me your valuable ideas

you will have to tell the ftp client to use the proxy server to go out
in the config of the ftp client
