Depends what you mean by "communicate". If you want to "browse" a "windows share" on your XP box from your F14 box, you can use a file manager that has samba client built in. I suspect that Nautilus (default gnome file manager) should do this for you.
If you want to do the opposite: ie browse a file system on your F14 box from the XP box, then you'll need to install and/or configure a samba server[1].

Ok, so you need to install and/or configure a samba server. I don't use Fedora so I don't know the specifics for setting up samba on F14, but there should be plenty of information on the web.

Yes, I can ping between the Linux and XP boxes. But I cannot send packets from XP to Linux.
I have an embedded device that sends ethernet data to the Linux box succesfully. When I change the port number and recompile to receive from the XP box then it does not work.
Sorry I don't know what you mean by "send packets". So, ping works but "sending packets" does not?
