The problem with RedHat 9, and RedHat in general, is that there is no upgrade path, which means the versions become obsolete quite quickly.

If you are at all serious about security on your system, RH9 should be cause to keep you awake at night. There haven't been security update for 2 years.

If you want to install packages (rpm) which have libraries from recent RH versions, you will have to track the dependencies yourself, and eventually upgrade the whole operating system..

So a basic first question is, when do you want to do it?
Or you will have to stick with outdated software.
There are many bugs with RH9 that need fixing..

Enough of the pet talk..
You will need to build from scratch, or install the apt package manager and use Debian packages, .deb files. Synaptic and yum are gui frontends for it.
See http://www.fedora.us/wiki/FedoraHOWTO for more in depth info.

Bandwidthd is available from http://bandwidthd.sourceforge.net/ as source or deb packages.
