In short search LQ for posts about bandwidth shaping, see the LARTC web site documentation or search for the "Wondershaper" script?

The script resides at http://lartc.org/wondershaper/ (systemd-compatible version here).

"Not working" unfortunately isn't a phrase that helps us help you. So start by telling us how you installed it, what changes you made and what command line arguments you run it with. Also post output:
Code:
( iptables-save; tc -s qdisc show dev eth0; tc -s class show dev eth0; tc -s filter show dev eth0 )| tee /tmp/log.txt
