Apache 403 Error?? PLEASE HELP GUYS!

You don't have permission to access /test.exe on this server.
Additionally, a 403 Forbidden error was encountered while trying to use an ErrorDocument to handle the request.
Apache/2.0.48 (Fedora) Server at 24.74.*.* Port 80
When I try to test file downloading, I get this error.... The file is in the same directory as my index.html file and I have chmod 777 the file. What else can I do??
PS I have omitted last two octets of IP for security reasons....
