i was trying to find out if i could use Kies on Linux and this is the response i got from Samsung:

I am sorry you are unable to back up your S4 using your linux PC. I can understand your concern about this as you would like to make sure your personal information is safe.
I regret to inform you that Samsung do not make a compatible version of KIES to work with Linux. There may be third party applications which will assist you with this however we are unable to recommend one to you in particular as we are the manufacturer and must remain impartial.

so does anyone know how these Android Samsung phones can be backup using a Linux system?
Huh? On my Samsung phone, I access Kies from any web browser. I'm pretty sure no non-Linux hosted browser has ever swapped a byte with my phone. Is there some level of functionality I don't know about?

You're talking about "Kies Air." The OP was asking about "Kies," which only runs on Windows or Mac.
OP: Install an app called Kies Air, and then you will be able to access your phone from any computer on any platform running a web browser. You can get it from the Google Play Store.
It should be noted that Kies Air is fairly 'hefty' in size for what it does, and that there are also alternative apps which provide the same (or similar) functionality, like Airdroid and 3cx. These have the benefit of being significantly smaller in size, which is handy for older phones with less memory/storage... but this shouldn't be an issue on an S4, I wouldn't have thought... Actually, come to think of it, your phone should have Kies Air pre-installed.
Also try file Expert HD also in google play. You can transfer files via web interface, bluetooth, wifi and with it's built-in ftp server and it does more stuff too.
