Not only is it scrolling so few lines at a time, but the scrolling is very jittery. My monitor is 144hz, and my mouse moves at that refresh rate, but Chrome and firefox feel like they're running at 30hz.
either en- or disable hardware accelaration.
also, i always DISable smooth scrolling on my browsers because i have no use for it. if your cpu and/or gpu are strong enough, you can leave it enabled

Thanks. Hardware acceleration on/off doesn't make a difference. Smooth scrolling isn't what I'm looking for (doesn't fix it, either).
Tried Ubuntu, have the same problem. Is scrolling through browsers in Linux not smooth compared to Windows? Is that just something I need to live with? It's pretty awful to be honest.

tell us something about the hardware, cpu, ram etc.
post the output of these commands:

uname -rv
sudo apt update
additionally, open a terminal window and enter 'top'.
figure out what it shows you, and leave it running.
reproduce the problem, look at top's output. something eating your resources?
ok, let's do it properly then.

it all looks ok.
nvidia is already using the proprietary driver, but you might want to check if it's the proper version, i never trust the additional drivers tool.
please don't do a dist-upgrade, just do a normal

and reboot. you're right, it might fix things.
all in all i'm surprised that your intel processor doesn't have its own gpu.
maybe this can be switched in the bios? not saying that would help, just wondering.
