I used a usb stick myself because I encountered problems with it actually booting my burnt cd/dvd. The laptop will treat the stick as a hard drive so when you go to boot sequence make sure the usb stick is plugged in and move it to top of boot priority list to force it to boot from it.

I installed both Slackware 13.1 and Ubuntu on it this way. Ubuntu's site has a great tutorial for making a bootable usb stick to install from should you need help with it, it is the one I followed and it worked perfectly no errors encountered.

http://www.ubuntu.com/desktop/get-ubuntu/download

Step 2 of that page is where it tells you how to do the usb stick in whatever os you are on at the time.

I find it odd that toshiba would be able to block you from installing it, like I said earlier I have done slack/ubuntu/backtrack on my toshiba satelite a200 th7, I just could not get it to work off of a cd or dvd had to use usb.

Perhaps you should remake the bootable usb and try again maybe there was an error in the making of it. If that does not work I don't know how to help you.

Sorry I can't be of more help too you

Thought of something, when your computer boots because it is a toshiba laptop it should say press f2 for bios or f12 for boot options, make sure your bootable (it HAS to be bootable) usb stick is already in before you turn on the system, hit f12 when it tells you to then from the list of bootable devices choose the one that is your usb stick. I use a kingston datatraveler myself but am sure it should work with any bootable stick. Make your bootable stick with unetbootin in windows. If this does not work than I am completely stumped sorry, I have had no problems in doing this on any system yet (did my daughters HP the other day).
