This is a very common problem that can have many causes.
Often it is an acpi issue... have you tried different kernel options? Adjusting the acpi settings in your BIOS?

Which laptop is this?
Which distro - FC-what?

These issues usually get fixed with later releases... have you tried f8?

Have a look through the following links (end of post) to help you understand what you're doing. Interestingly, nobody is reporting this with the 6400... mostly the issues concern suspend. Still, you could try

noapic nolapic nommconf acpi=force

(you could try acpi=off too, and irq=poll)

In BIOS, you want to see if there are anf "special" power management features to turn off.

Check to see if you can hibernate (suspend to disk).

http://www.linux-on-laptops.com/dell.html
... Linux on Laptops DELL page - the 6400 is in there.

http://linux-laptop.net/hosted/linux-dell-laptops.html
... linux on DELL FAQ - quite old (2002) but often helpful.

... clearly acpi issues are present - but old dells notoriously have fun with suspend - see the faq for workaround. No mention of power-off issue.

i didn't find anything concerning powerof in BIOS , when i go trough the Power Management in BIOS i get this :

Auto on Mode
Auto on Time
USB Wake Support
Serial ATA DIPMe

i followed a link you suggested me (the last one but not that for ubuntu) but there is someway i am lost , thet are saying that i have to change this file :

/usr/share/hal/fdi/information/10freedesktop/20-video-quirk-pm-dell.fdi

i did it but it doesn't work

what can i do?

Check the power management settings you found - most will probably just toggle.
Try upgrading your BIOS

[quote=Simon Bridge]have you tried different kernel options?[quote]
Try the kernel options... you put them on the kernel line in menu.lst
Have you tried hibernate or sleep?

Have a look at:

dmesg | grep acpi
dmesg | grep ACPI
dmesg | grep error

But, basically, you do not want to end up hacking the dsdt files if you can help it. Most people end up just having to live with it.
