Setting real maximum cpu frequency

I've tried to set maximum frequency for my cpu with
Code:
cpupower frequency-set -u 2000000
This sets the maximum to be 2.0GHz... sometimes. It usually stays below 2GHz but when doing heavy tasks it goes above it. So I would like to set some "absolute limit" maybe 2.5GHz. Can I somehow do that?

i think you also have to set the governor.
do some reading, they are not so intuitive imho.

if that doesn't help, then we will need some more info about you setup, hardware and distro.

I'm using the powersave governor and I'm using Arch Linux. My CPU is intel core i7 and
Code:
cpupower frequency-info
reports that the driver is intel_pstate.

which power save package did you install, there is a couple and not all install CPU power as a dependency. I use TLP, to set the governor, or frequency you need to edit TLP's file.

you're using a powersave governor that means you have a power save package installed whether it be cpupower, tlp, laptop_mode_tools etc.

is it a laptop? CPUPower doesn't effect anything other than the CPU freq. If you are going to just leave CPUPower installed edit /etc/default/cpupower. If I recall correctly you cannot have a governor and a userspace max freq set. Comment out you governor then set your freq

When I comment out my governor it chooses the performance governor automatically. Yes it's a laptop.

use TLP then..it may pick the performance governor but won't use it because it can't..usually the default is ondemand though

**edit** did you enable the cpupower daemon?
