kernel source tree

Hi.

I'm new at linux kernel so, this question may be out of context.
viewing at the kernel source tree under "drivers" folder, I see two folders "serial" and "char" that bring interest to me.
if I'm willing to develop a "new" serial communication driver (such /dev/ttyS#), where I suppose to put them?
what's the difference between "serial" and "char" drivers?

Thanks
